A meal at an inexpensive restaurant costs around $3.60.
Lapu-Lapu sits in the middle. It is roughly 24% cheaper than Manila for a budget lifestyle. Rental yields in areas like Basak and Marigondon are among the highest in Cebu, suggesting that purchase prices relative to rent are still favourable. However, beachfront properties and resort-adjacent areas command premium prices.
Cebu City is the most expensive. Central districts command the highest prices, with residential property prices in Cebu rising about 11.5% year-on-year in mid-2025, outpacing the national average. Condo prices per square metre in areas near IT Park and Cebu Business Park are steadily climbing. If you want to live in the heart of the action, you will pay for it.
The bottom line: Mandaue offers the best value for money. Cebu City costs the most. Lapu-Lapu is somewhere in between, with the added premium of beach access.

What does this mean in practice? Mandaue is described as “generally safe” with “low violent crime,” though the usual urban petty-crime precautions still apply. Cebu City, with its larger population and higher density, has more incidents. Lapu-Lapu falls somewhere in between.

⚠️ Connectivity Caveat: Bridge traffic between the main island and Mactan is heaviest between 7:00–9:00 AM and 5:00–7:00 PM. If you are considering living in Lapu-Lapu and commuting to Cebu City or Mandaue, test the commute during these peak hours before committing. A fourth bridge is planned, connecting Barangay Ibo in Lapu-Lapu City to an area near the Cansaga Bay Bridge, designed to ease congestion and improve access.
